Moving along from today I found this website that appears to have links to what we are trying to define in terms of vulnerability to flooding. The focus is the third world but still relevant. It also has an example of a questionnaire that adds some new ideas to ours. Such as people with disabilities and ability to leave flooded area in terms evacuation roads.
